Most people take the PSAT during their sophomore and junior year, though some people only take the PSAT their junior Year. If you have to take it once, make sure it's during your junior year when a high enough score will allow you to qualify for the National Merit Scholarship.
Generally, your school will tell you when you're supposed to take it, and all of the sophomores and juniors in your school will take it at the same time. Homeschooled students can generally take it at a nearby local school by asking the administration to obtain an extra test. I am not sure of the procedure for international students, however.
